Did you read my suggestion about going
More => Settings => Languages and dictionaries? You need a Kobo device to do that not just connecting to the Kobo website unless you use the direct download links which do not seem to require an account. If you found a dictionary on the Kobo website, it is not one intended for use on a Kobo device but rather an ebook which you would need an account to download.
And no need to have a Kobo device to have a Kobo account. One friend of mine uses Kobo as their primary source of ebooks but their reading device is a old Nook for which B&N is not an option since they do not operate outside the USA. I've spent too much time trying to convince them that a newer device would be something they should look into purchasing.
