As far as I could when I looked at this a while back, if your display window for that cover image is larger than the image dimensions by a certain amount, the image will no longer resize to fit the window. Oddly, once the image is smaller than the image it snaps to it's actual size. One sample image I tested has a 200x295 cover image. As I expanded the metadata edit window, the displayed image would expand to 344x495 and then snap back to 200x295.
