If you are interested in this as a new feature (Mac only) then please post in the just opened New Features thread here on Mobileread so that everyone can see and comment.
I spent a few minutes looking at it and we keep recent files in Sigil's settings but it is maintained by each MainWindow and not actually updated in Settings until that MainWindow is closed. So at the Dock level, this list may not show anything that was just loaded into new MainWindow.
