I had a similar issue where Kobo would only connect once to Mac after a reboot, and after trying to boot in safe mode, where it did work correctly, and disabling everything in "login items & extensions", I ended up figuring out that the issue in my case was Dropbox. (account was also over storage limit, but I'm not sure that is relevant). If it works in safe mode, disable everything in login items & extensions and start enabling in groups to find the culprit.
