Go to the specific forum you want to start a new post in, and about 1/3 down from the top of the page you will 'Thread Tools' with a downward pointing triangle next to it. Click on that and a drop down box will show and one of the options it 'Start New Thread'.
To see if someone responded to your thread, make sure you are logged in and the blue bar towards the top of the site click on 'New Posts' then 'Your Posts'. I will sometimes see if there have been any responses to my posts using this method.
