From what I can tell such is indeed incorrect. I haven't used that dialog but is it that one can set 10 plugins to some buttons or something?
The main issue: "插件" seems to mean plugin so that you can understand. It is merely that 18 is appended to such rather than 8. Thus it is saying plugin 18 rather than plugin 8.
