Not sure if this is a failure on my part but I get an "Offline mode is possible, reload the page to enable it" message using Firefox and an "Offline mode is not available, you need to setup HTTPS support in the calibre Content server" in Chrome and Edge.

Generated a self-signed certificate for my computer's IP address and now all 3 browsers give the "Offline mode is possible, reload the page to enable it" message.
