I would just use two devices, or something that lets you run apps side by side.

While it is theoretically possible to format a single book with a column for each language and matching paragraphs (e.g. in <table>), even a script might not work perfectly and entail a lot of correction; manually would really be too much work.

And on a 7" screen there will be a lot of whitespace and short lines of text even if you could have books side by side. Quick switch wouldn't be very pleasant since you really need to see more than short term memory can handle.
