I suggest you initially just post the plugin mods, adding to them '.100' as a fourth version identifier, in each plugin thread. For example, JS+ is currently at 1, 0, 239; the mod could be 1, 0, 239, 100.
This versioning notation for user mods was discussed in the past, and I believe it works fine. Then add .200, .300 and so on until a version is considered ready to publish. Then after hearing some feedback from users, I believe we would need to figure how the plugin republishing in its thread main post should work, considering the long absence of the original author.
Perhaps PM a moderator just like it's done when a new plugin is published to the index. Except in this case, the moderator would have to actually remove the original plugin zip to replace it with the mod...
