One of my kids was having the same issue. They installed their own camera to watch their front door after a package wandered away. 4 days later, the strata council informed them that the camera violated privacy restrictions and was to be removed under threat of a fine. The legal opinion they obtained was that since the area is publicly accessible for non-residents (deliveries, walking through the complex, etc.) and that the camera shows their door and porch, the strata council could not disallow the camera since the view does not include common property.

The opinion also mentioned that of the 7 current strata council members, 4 of them have cameras. A search on electronic copies of the strata meeting minutes and bylaws did not find any record of permission being needed or granted to install a camera or other recording device.

The original complaint came from a neighbour who was worried about being recorded as they walked by on the sidewalk with their current toy.
