I believe the issue is now fixed @kovidgoyal

I've been monitoring the processes on some occasions when I was doing frequent restarts, and now I did tests with 9.5.101, and it never happened again to have stuck processes.

You may quickly check what was happening before the fix by doing a search for process_count. Days ago I've had occasionnaly up to 9 instances stuck. I've attached the monitoring log.
