It appears that Kindle software has long had a backdoor that allows Amazon to apply patches without going through the full firmware update process. I don't know why they waited until now to make use of it to lock down their DRM.
I suspect that 5.16.2.1.1 was chosen because it is the final firmware version for several Kindle models. Expansion of the new DRM to additional Kindles is likely.
