I've had a look at my UK and US Kobo accounts. I downloaded some older eBooks with no DRM from both accounts and they downloaded as ePub. I downloaded a DRM-Free eBook from the US account that was a recent acquisition. It came down as a DRM-Free KePub.

See if you can get Some of the Best from Tor.com: 2020 Edition which is free and see if it comes down as ePub or KePub. Also check your latest DRM-Free purchase and see what type of ePub you get.
