I believe yes.
NotoColorEmoji.ttf does not appear in the font list of the Kobo, suggesting, that this font cannot be rendered by the operating system.
AI said, that color emojis are no glyphs, but embedded images, which need a different rendering process, which Kobo has not implemented yet.
What appears in the list, though, is the black&white variant (NotoEmoji-Regular.ttf), but it had no effect as a supplemental font here.
What helped was to merge my favorite font with the black&white Noto font, no need for a supplemental font then.
