The book.txt file will have the TOC at the top of the file as expected, but any non-ascii characters will not be converted.

Is there some additional option to use to get the TOC to also become ascii only?

(calibre 6.13.0) on linux
9.5 is the official version. Repo versions are always out of date (but not that much).
Use only the official (command line) linux version found on the OFFICIAL Calibre download page.

See if that fixes your issue.
