Playing around some more, it seems my issue is limited to OneDrive. When I change libraries to iCloud and Dropbox, the open button is blue and I can select it to copy a library. With OneDrive, the open button is grey and I cannot select it. Must be something with my OneDrive account as it works the same on my iPad and iPhone. I checked OneDrive security settings and the only thing I could see that might affect it is passcode requirement which is set to off. If I'm the only one experiencing this probably not worth too much of your time. Worst case, I can move my library to another provider.
