There is no reason to use mobi format at all. AZW3 is newer and more capable than original mobi format and the dual-format mobi (that includes AZW3) is a waste of storage.

Also if you chose to use AZW3, you should choose the 'Enable sharing...' option in Output options so that content type is Personal Document. Otherwise it thinks it's an Amazon purchase, wants to try syncing it and may be why it is giving an error.

If you are using Kindle Comic Converter, make sure you have current version, which also (in recent versions) sets this flag to personal document (PDOC).

Also calibre does not support fixed layout ePub: if you convert these to AZW3 with calibre they will not be properly formatted.

Also, there were reports of issues with fixed layout AZW3 prior to this update (perhaps this was just with Scribes). I played around with it a few months ago and reproduced some of these.

But again, if you use KFX comic format you will not have any issues with side loading. This requires using command line interface for KFX Output and more manual steps but you can find a guide here (specifically in reponse to 5.19.2):

But of course this is a regression and Amazon is obligated to fix it. Kindles are supposed to support AZW3 format properly.
