This is not something that I can is recreate on the Mac (either version), so I would guess that it is a video driver/fractional scaling and javascript interaction issue. So I think your analysis of its cause on Windows is dead on.
I really do not think we can do anything about it from our end as those menus are all internal to the Inspector.
