It seems that downloads aren't available on books one has access to via Kindle family sharing as opposed to directly on one's own account. My father got the 2020 Tor collection some years back, and thus the collection is in my library, but it's not showing up with a download option. But its store page only lists the "read now" button and not the "buy now" button, since it's in my library, so there's no way for me to buy it myself in order to gain access to downloads on it. Yet Another way in which Amazon's implementation of the downloads here is impressively half-baked.
(I 'bought' the 2021 Tor collection for $0, just now, as a control in case the problem was that my account somehow didn't have downloads enabled more broadly; but that one shows the download option without issue, just as shown in the screenshots earlier in the thread. So it seems to be specifically a family-sharing problem.)
