Also what do you mean by that: the text needs to be left as the author wrote it? Normalization have no effect on text, the text stays the same, it just makes everything the same font size.
Also you have publishers style that will then make the text look as it was published, but there you cannot change even nothing (lines, widths, etc.) because then it will make no sense to have publishers defaults.

What you are talking about is not text normalizing.
Making text the same size should not be done before applying font weight. Will adding weight to the font be able to be done without making the text the same size?
What's wrong with publisher default to follow the CSS? There should be an option for publisher default that turns off all options and then when you turn off publisher default, all options go back to how they were.
