EDIT: Sorry. I answered the wrong question here. The OP wants to change the styling of the TOC panel in the Viewer. I mistakenly thought he wanted to change the styling of the actual TOC in the book.

ORIGINAL:It might be possible by editing inline_toc_styles.css. I'm not sure where yours might be but in Bazzite with a flatpak version of Calibre, mine is in /home/dave/.var/app/com.calibre_ebook.calibre/config/calibre/resources/templates/.

I'd assume some file path ending in calibre/resources/templates.

It looks like Calibre just sticks whatever it finds in that file at the top of the TOC page.

EDIT: According to

the path is:

AppData\Roaming\calibre\resources\templates\inline _toc_styles.css
