None of those would be appropriate to hear "Quote" before being read aloud...regardless of whether they are visually offset...so it is more appropriate to use a div.
If you want a reading device to say "Quote" before reading it, then use a blockquote.
Don't use a blockquote just to visually offset something...use a div and then set your css to visually offset it.
I'm not sure why you think this is a particularly difficult concept???

Would you use a <blockquote> with a letter?, a newspaper article, a journal entry? Those sorts of things can be long.
