A tavern sign that you have centered on the screen is not a quote.
A business card is not a quote.
A section of poetry is not a quote, unless it is an actual quote.
None of those would be appropriate to hear "Quote" before being read aloud...regardless of whether they are visually offset...so it is more appropriate to use a div.
If you want a reading device to say "Quote" before reading it, then use a blockquote.
Don't use a blockquote just to visually offset something...use a div and then set your css to visually offset it.
I'm not sure why you think this is a particularly difficult concept???
