Hardly any novels have actual quotes beyond the frontmatter. When the text is offset no matter if it's only one line, how will you get the program reading it to tell you it's offset text? Using NVIDA or JAWS will tell you it's a quote if you using a <blockquote>. That I think is a good as it gets.

Why would you want a long block of offset text to be told it's a quote but a small bit of offset text, you don't want to be told it's a quote? The only reason to be told it's a quote is if it's a quote or offset text.
