As I stated above, I tried registering to two different accounts, one has 2FA and one does not. Both successfully send the OTP, then the Kindle fails to complete the registration with it.
So I'm glad to hear that older Kindle registration is still working for some people, but this one is not and Amazon support does not provide assistance for the older models any more, which means anyone with an older Kindle may run into the same issue of unknown cause if they have to re-register it for some reason.
