It's kind of a weird use case. You might find this feature on an Android based eInk device, but Kindles do not and will probably never have any sort of OTG (or whatever it is called) for USB port, it's just for data transfer and charging.
Workaround for most people would be to use phone as a hotspot when you want to connect, assuming it is capable of that and that there is cellular coverage.
