Yea, I've encountered this as well:

So far my conclusion is that enabling WiFi, properly powers on the radio. While only telling the system to turn on Bluetooth results in the radio not working. I haven't dived deeper yet, as this is an acceptable solution for now.
There is indeed code to turn WiFi back off if it wasn't enabled.
