UPDATE: After updating to 8.16.2, the issue is completely resolved. Calibre now starts normally via Finder/Alfred in 2-3 seconds. I don't see anything related to this in the release notes, so perhaps it was a side-effect of another fix. The syspolicyd evaluation loop that was causing 30+ minute startups is gone.
