Your config file is likely fine, I think the latest FW update breaks something in NM given the changes to Bluetooth in the update.
You can try the latest test build of NM at the link below. That fixed it for me BUT now I’m dealing with the old bug where WiFi and Bluetooth turn themselves on after waking the device from sleep. That bug was supposedly fixed in this FW update so it almost seems like the NM beta brought it back. YMMV though.
