The image results in a writable card so that is not the issue. OTOH, several people have used Win32 Disk Imager and reported issues that disappeared when they used balenaEtcher or Rufus to write the image. One other thing is to remove all the partitions from the µSD card and then create a single partition (format doesn't matter) for the entire card. I use the SD Association's SD Memory Card Formatter for Windows/Mac to do a overwrite format for this.

If you re-used your old µSD card, it may have issues. My recommendation is always to use a new µSD card from a reputable source.

The serial number can be changed in the image file. Use a hex editor and change the string at 0x200 to N418 followed by your 9 character serial number.
