Translations - Adding a New Language

Hello all,

I just signed up for Transifex open source and submitted a language request for Swahili. I can see there is already a request open for Swahili (Tanzania), which is definitely interchangeable. I was wondering:

1) Who is in change of granting requests to join and requests for new languages on Transifex, and how long I can expect to wait before I can get started translating?
2) How complete does a language need to be to get added to the welcome wizard and how does that process work?
3) Does Calibre have a "philosophy" or guidelines for translation? I tend to try to avoid over-translation and leave any jargon in English.
