The TalkBack voice is probably only available if you are using Android screen reader. The Assistive Reader voice is built into the Kindle app.

I no longer have an Android device to test this on, but am extrapolating from what Kindle for iOS does. With Fire tablet Kindle app you can change to any that are available for the given language.
