It's the terms of the licence each publisher has with the author.
One publisher has rights to publish in the UK and (usually) the Commonwealth excluding Canada.
The other has rights to publish in the USA and (usually) Canada.
Exactly which countries each publisher has the rights to depends on the contracts signed.
