You seem to be implying that most Windows users in the EU do not have a Microsoft account - what is your evidence for that?

@Jon - the extended support for Win 10 'for free' is not an 'EU only' offer, its also available to anyone who has an MS account in this part of the world. I suspect the only area that it is not 'for free' is North America or maybe even - just the USA.
