Turn on WiFi without scanning for network connection?

I'm using my Bluetooth plugin for my Kobo, and Kobo bluetooth requires that WiFi to be turned on (since Bluetooth and WiFi share the same hardware chip).

The problem is when I enable WiFi in KOreader, it turns on Wifi and immediately starts searching for networks and tries to connect, which takes way too long. I don't need it to connect to any network - I just need the WiFi chip powered on so Bluetooth can function.

Is there a way in KOreader to simply turn on WiFi without initiating a network scan or connection? Something like a "WiFi on but don't connect" mode? I could go either a GUI option or programmatical approach.
