Yes. Adbreak just requires that you have ad assets which can be hijacked to run the jailbreak code. You already have the asset files needed for the exploit. The remaining steps all happen offline.
You can always back up the unmodified assets folder so that you can recover it if you need to start over without going online.
One snag is if you previously tapped on a special offer and saw a message like “Upgrading your kindle store experience” - see my post about that
