It didn't for me, on Kindle Paperwhite Gen 12, 16 GB (with a kids option not in use yet), firmware 5.17.0 (4243130212), set to German (not that it should matter):
There was
no KUAL book(let) when returning to the library after the initial ;log mrpi (
just the Run Hotfix one), which got me looking here in the first place.
Up until that point everything worked following

"Update your Kindle" wouldn't show as in

Edit: What finally did the trick was that after wondering if disappearing certain .bin files added over USB might be some "self-defense" in the firmware against memory shortage (which we create on purpose against OTA updates), and seeing eightchcee's "When it comes time to install KUAL, you will need to free up maybe 100-200mb" in

freeing up even more by deleting an entire 1 GB filler file over USB, and saw Update_KUALBooklet_HDRepack.bin install after yet another ;log mrpi at last.
