By reformatting, do you mean via USB Mass Storage or by removing an internal SD card and reformatting that? If the former, you might be able to get it booting again without needing an image from anyone else. If the device takes an external SD card, you could try putting a firmware update file on that and installing it by holding down the proper buttons when rebooting. If it boots after that, you can reformat the internal partition from the system utilities menu.
