Check you have the latest version of the deDRM plugin and not a previous one.

You can check which is the folder Obok is trying to access by checking on the plugin configuration on Calibre.
Kobo Desktop App files are listed in the C:\Users\username\AppData\Local\Kobo\Kobo Desktop Edition\kepub folder
