Well, resetting NVRAM solved it temporarily.
After the computer started up I got the e-reader connected.

After disconnecting (properly ejecting), it doesn't connect again untill I restart the computer. So basically every time I want to connect my Kobo, I have to restart my computer first or it will not connect.
The only two further suggestions I can think of as things to try:
- connect through a hub, not directly
- install NickelMenu and see if the force USB connection function solves it

I'm putting off installing Tahoe so am speaking from general principles here, not personal experience
