Ad 2. On fresh Sigil from GitHub repository the Inspector changes the language nicely.
The default was English, but it offered me Polish and changed it.
I can also choose any other language via the gear icon in the Inspector -> Preferences -> Language, and it is remembered.
I can also change the language manually in the file <SIGIL_PREFS_FOLDER>\local-devtools\user_prefs.json
