I'm not talking about Windows. There is something wrong with the OPs setup that need to be fixed.

I suggest stopping everything that runs when the system starts and try that. Also try safe mode if there is such a thing.

Another thing to try is to install the same version of the OS on a flash drive and boot from that and see if calibre then works. If it does then it's something installed on the system that's the problem.

All of this means that the OP needs to have the official version of calibre installed from the official site to do these tests.
