As suggested you can either use the import/export tool or you can backup your libraries and calibre configuration folder if you are migrating to the same OS family (Windows => Windows, Linux => Linux). Migrating between different host OS, the export/import tool is covers issues such as case sensitivity.

The last time I helped with migrating to a different machine, we backed up the old installation's libraries and configuration folder to a USB drive, installed calibre on the new computer and then copied the configuration folder and libraries to the same locations as on the old computer. The libraries were accessible and the plugins and configuration were in place when we started calibre on the new machine.
