Even though the thread is dated, maybe this still helps: Calibre saves a lot of settings in local folders (AppData etc.), but if the HDD is corrupted, there’s not much you can do on your own. I had a NAS that failed and, after a few unsuccessful attempts with Linux tools, I turned to Salvage Data. They managed to extract the configurations and the entire library, something I couldn’t have done at home.
