I added my "standard" Ctrl+Alt→ and Ctrl+Alt← for Next Tab and Previous Tab, they do work if a list does NOT have focus but they don't work if a list has focus… i.e. same as the hard coded settings.

You might want to borrow from Sigil and implement a toggle to flip between Focus on List and Focus on Tabbar, look in the View Menu.

chaley did something similar to deal with switching focus between the Tag Browser and the Book List - it's the Give the Tag browser keyboard focus shortcut in the Miscellaneous group. Less elaborate and probably closer to what we have here.
