I find "Send to Kindle" an efficient and convenient service. One of the best Kindle has to offer. And using it is voluntary. I have no complaints. Between synchronisation and non-synchronisation, I choose synchronisation. I don't know what's wrong with what I underline or annotate on my basic Kindle also appearing on my Kindle Scribe or my Kindle Paperwhite. Do you really think the other option is better? Do you think it's better that what you underline or annotate on your Kobo Libra 2 doesn't appear on your Kobo Sage? Is it really so terrible that the reading position is the same on all devices? Kobo also has synchronisation of the content you buy from their shop and download directly to your e-reader. I wish they also offered it for external content like Kindle, PocketBook, Tolino and pretty much every other brand on the market does. Presenting a lack as a virtue perplexes me.
