Due to the complicated two factor system involving phone/email and out of date certs etc I'd certainly never de-register any of my old Kindles assuming re-registration would work. It's certainly awkward buying ebooks for an account that has no payment method (and gift cards are very risky, so that leaves "buy for someone else", which only seems to work now if both are in the same country (i.e. can't use UK <-> Ireland, even though both ONLY use Amazon UK for Kindle).
