That's the Switch/create library popup dialogue window. Which is the first item in the Library icon's drop down. I thought that was the way calibre worked… but there's an inconsistency some icons 'pop' the first action, others 'pop' the action menu.

For curiosities sake I just fired up calibre versions 5, 6 and 7. Back then a left click on the Library icon popped the action menu. I don't know if the change in version 8 is by design or inadvertent. If the latter, IMO its a bug.

I should confess, I don't ordinarily make use of the toolbar.
