You would have to add a glyph at the U+2009 point. Personally, I've tended to abandon fonts that lack support for the characters I want. On a Kobo, if you are using a kepub, you can add supplemental fonts to supply characters missing in your main font. This may even happen semi-automatically as when I was reading one book that had some Arabic quotes and Noto Sans Arabic was downloaded and added as a supplemental font for the book.
