They would be for people who use one library only. But for people who use multiple libraries, you run the risk of importing into the wrong library and ruining your metadata.

Also, if you are creating the csv file using calibre catalog feature, it is better to always include the title and authors fields, to prevent them being overwritten by arbitrary values in case you forget to untick the corresponding fields in the "update metadata for selected books" dialog.
